Ok here is what I'm thinking of, a nerf football launcher. Perhaps made of 3/4 PVC. I'd use a pocket vortex, and I'd have to trim the fins and maybe lube the ball. I cant decide how to launch it though. I'd like to use a supercannon2 from SuperSoakerCentral, but I don't want it to explode, so is it to make a home made overpressure release valve?

Check your local home depot for parts that would be good for a potato cannon.  Because that is essentially what you are making.

You might want to check out this book as well. I have it, its pretty awesome if you like building stuff that shoots projectiles.

I'm not wanting to make a potato cannon like gun. I wish to make a supercannon2-like gun. However I wouldn't want it to blow up! Mom wouldn't be happy if I blew up a bunch of PVC in the garrage. So CAN you make a homemade OPRV? Or iwll a stock one from a nerf gun work? And how exactly do they work? I also need to make the football spin. Unless I take the tailfin column out and give it some more weight.

If you solvent-weld the PVC correctly (see here) and don't pump it to over 100psi, you should be fine.

Yes.

Will it be easy to make one that opens at exactly the right pressure? No.

If you're willing to spend some money, perhaps something along the lines of what is on pages 459 and 460 of Mcmaster.com's catalog would work.
